The popular Fldigi program uses Hamlib as does CQRlog for Linux. While developed primarily on Linux, Hamlib is also available for Microsoft Windows, has been ported to OS X as well as other Unix flavors such as FreeBSD and possibly more. Hamlib is released under the Lesser GNU Public License, LGPL, which allows application authors to choose the license they prefer for their programs while still being able to use the Hamlib library (certain utilities provided in the Hamlib release are licensed under the GNU Public License, GPL).<br /><br />Hamlib has been in active development since July 2000 as a project begun by Frank Singleton, VK3FCS/KM5WS. Hamlib is now maintained by Stephané Fillod, F8CFE, and a number of contributors from around the world. Many Linux distributions such as Ubuntu, Debian, Fedora, Open SuSE, and others include Hamlib in their repositories. An MS Windows DLL is provided by the Hamlib project and available for download from the SourceForge project site. </div>]]></description>

						<title>Jarvis Isl. - KH5</title>

<description><![CDATA[<div align=justify>For immediate release...<br /><br />On 2010 August 31 the Refuge Manager at US Fish &amp; Wildlife Service (FWS) notified the Radio Expeditions Inc team that it will receive a permit to conduct the next DXpedition to Jarvis Island (KH5).<br /><br />The selection of a team to visit Jarvis is the most recent step in a long procedure that began in 2009 June with a visit by Radio Expeditions management team members to the Honolulu FWS office.</div><div align=center><img src=http://ok1rr.com/e107_images/custom/jarvis.png border=0 hspace=5></div><div align=justify>The administration of the Jarvis Island National Wildlife Refuge is conducted according to goal set in the Comprehensive Conservation Plan, which was finalized on 2008 Sep 24. You can read this Plan <a href="http://www.fws.gov/pacific/planning/main/docs/HI-PI/HBJ/JARVIS_Final%20CCP.pdf"><b>here</b></a>.<br /><br />During the first half of 2010 the FWS staff developed a draft "Compatibility Determination for Amateur Radio Operations at the Jarvis Island National Wildlife Refuge". This document contains the rules and constraints for DXpeditions at Jarvis. Simultaneously Radio Expeditions Inc submitted an initial application for a permit and, together with the owner of the "MV Braveheart", met again with the refuge management staff in April to discuss plans, constraints, and options.<br /><br />The draft compatibility determination was made available on the FWS website on 2010 June 21 and public comments were solicited. Radio Expeditions Inc was among the groups commenting on the draft. The public comment period closed on 2010 July 5.<br /><br />The FWS Honolulu office staff reviewed the comments, made a number of changes, and submitted a final draft for approval at their regional office in Portland, Oregon. On 2010 July 28 the final version was released and is attached to this message. Among the many constraints is the limit of one DXpedition per 5-year period.<br /><br />Revised applications for a permit were accepted until a deadline of 2010 August 25. Attached are the application documents submitted by Radio Expeditions Inc. The constraints in the Compatibility Deter- mination required a radical restructuring of our plans, reducing both the number of stations and the time on the air.<br /><br />Since more than one group submitted an application which met the requirements of the compatibility determination, a lottery among the qualified groups was held at the FWS Honolulu office by the refuge manager on 2010 August 30. Radio Expeditions Inc was fortunate to be selected.<br /><br />Due to the time required to establish the rules for amateur radio operations in the Refuge, the late selection date, and the lead time required to schedule and prepare the MV Braveheart, the expedition has been postponed one year until 2011 November. November remains the best month to visit Jarvis Island from a propagation standpoint, with the largest combination of openings predicted to Europe on both 160/80 and 12/10 meter bands.<br /><br />Members of the email distribution list will receive additional messages over the next few months on the DXpedition plans, including details about how the project will comply with the many restrictions imposed on amateur radio operations at Jarvis.</div>]]></description>

						<title>The FOC QSO Party (FQP) coming</title>

<description><![CDATA[<div align=justify>As we are starting to move into the welcome relief of autumn, it is time to mark your calendar for the next FOC operating event, the <strong class='bbcode bold'>FOC QSO Party (FQP)</strong>. This is the <em class='bbcode italic'>new official name</em> of our QSO party that has been so successful, formerly known as the <em class='bbcode italic'>Bill Windle QSO Party</em>, the event will be held semi-annually as in the past. The next one will be on Saturday 23 October 2010.<br /><br />Just as before, the FQP will run for a 24-hour period and is open to all amateurs, members and non-members. As in any QSO party, there are awards for the top performers, but also the opportunity for non-members to contact FOC members around the world. Yes, stations will continue to use the familiar ‘CQ BW’ to initiate contacts. The FOC Committee has agreed to continue this tradition in honour of long-time club Chairman Bill Windle, G8VG, who devoted so much time to fostering CW activity.<br /><br />Here are the details to refresh your memory: the FQP always runs for a 24 hour period from 0000z to 2359z. Call ‘CQ BW’ from 015 to 040kHz on all bands, excluding WARC. On 160 metres, please stay below 18025kHz. Exchange RST, name, and FOC number (non-members only send RST and name). Reporting is easy! Logs are not required. Count one QSO per band per FOC member. Non-members just send activity reports consisting of the total number of QSOs made with FOC members. FOC members count QSOs made with FOC members and non-members. Email reports to <a href="mailto:KZ5D@aol.com"><strong class='bbcode bold'>KZ5D</strong></a> by 30 October 2010.<br /><br />Handsome certificates are awarded to the members and non-members on each continent who report the highest number of QSOs. <description><![CDATA[<div align=justify>PRESS RELEASE [August 14, 2010] Dear Media Organization or whom it may concern:<br /><br />This letter is to inform the Media Organization of the International Radio Emergency Support Coalition present emergency activities:<br /><br />Here is the background of IRESC as follows:<br /><br />The main objectives of IRESC are to foster efficient collaboration between Radio Amateurs, extending friendships across the world and providing international emergency communications in times of need.<br /><br />IRESC is a worldwide coalition of volunteer communicators, with dedicated members spread around the globe, help can be provided at all times of the day or night.<br /><br />Currently, IRESC has members in at least 38 countries and it continues to grow. Most members are also affiliated with their respective national organizations; for example, the International Red Cross, the Magen David Adom, the Salvation Army, RAYNET, local ARES and RACES groups, along with many others.<br /><br />The IRESC team uses several modes of communication, including HF, VHF, UHF, amateur satellites, and principally Echolink VoIP communications. The IRESC Conference Server on Echolink (*IRESC*) is node number 278173. The trunk systems use the Internet to link communications over vast distances without the propagation and interference shortcomings of radio paths. In this way, a disaster zone and the point of best assistance can be joined even if they are on opposite sides of the planet.<br /><br />We are always looking for new members in any part of the world. IRESC is willing to collaborate with all emergency communicators and relief agencies to provide support and communications for any disaster. Being a truly international organization, IRESC strongly adheres to the principals that bind together the world amateur radio movement; working together regardless of race, religion, culture or political viewpoint.<br /><br />At the present time IRESC is one of major emergency Ham operators operating in Pakistan with the approval of PARS Pakistan Armature Radio Society for Pakistan Government.<br /><br />IRESC offered assistance and PARS then accepted and started asking for expertise and assistance. I Salvadore Torres as acting Senior Vice President/ Directors of Presidents, Call Sign W0SCT, then called a special Board meeting with IRESC International and with the approval IRESC President of Carl Caracol, Call Sign W2WRX IRESC alert protocol was activated immediately.<br /><br />I Salvatore Torres then contacted out IRESC Presidents located in Turkey and India and they in turn contacted their sources.<br /><br />The IRESC Turkey President, Urcun Canel, Call sign TA0U, then set up search and rescue operation for ECOM and air cargo and equipment and other actions for the Pakistan emergencies. The IRESC India President Devulapalli “Bharathi” Prasad, Call Sign VU2RBI, then also set up her network and is a major operator for Pakistan operation on behalf of IRESC International. She is a well known world famous operator that is a known for her work in emergencies.<br /><br />The International Coalition of IRESC the monitored and has been receiving traffic and we have actual ECCOMM traffic at this time. We will pass all life and death and health and welfare information that may be required.<br /><br />We also are in direct contact with various government agencies and organizations throughout the world and have access as required for this emergency. Our government liaison and net control operator and manager Dennis Baumgarte, Call Sign AE2EE is in charge of these actions at this time.<br /><br />We need the media to inform them of the above stated activities concerning Pakistan.<br /><br />IRESC then can assist as required regarding the above stated in passing information and traffic concerning emergencies. <description><![CDATA[<div align=justify>In the DX Newsletter 1687 (Aug 4, 2010) was published a message of JT1CS that JT1FDB/7 would be a pirate. Now we have got following statement from OM Frank, DD0CW, the JT1FDB license holder:<br /><br /><em class='bbcode italic'>"I read in the DX Newsletter that you passed on the information of JT1CS stating that my activity as JT1FDB/7 would have been illegal because of an expired license. However, the truth is that I am a victim of an internal struggle for power within the Mongolian Radio Sport Federation.<br /><br />In 2006 I have received a license for JT1FDB for US$ 250 which is valid until the end of 2011 and was issued by the previous management of the MRSF. Meanwhile, the management has changed. They now assume that my license was not valid although I have been on the air in the years 2006 and 2008, without disturbing anyone (even I was spotted on the internet).<br /><br />Already in 2000, 2002, 2006 and 2008 I was using my JT1FDB license and was working as JT1FDB/7 before, which means appending the regional suffix. This was referred to me by the previous management as correct. Meanwhile, you should buy an extra license for each region. They are now valid for only one year and cost US$ 200 a piece. The main problem in JT is that the sovereign function of 'issuing a license' is not done by a public authority, but by a radio club. So you have no legal security. 						<title>Expected DXCC changes - Netherland Antilles</title>

<description><![CDATA[<div align=justify><img src=http://ok1rr.com/e107_images/custom/carib.png border=0 align=left hspace=5>It was reported this past week that Sint Martin, which talks about the restructuring of the Netherlands Antilles. That is currently expected to happen October 10, 2010 and, we think means two current DXCC entities will go on the deleted list and four "new ones" will go onto the active list. PJ2, PJ4 and PJ9, Bonaire, Curacao, would be deleted, and PJ5, PJ6, PJ7 and PJ8, St. Maarten, Saba and St. Eustatius would also be deleted. Two definite new ones would be Curacao and St. Maarten. The most likely two additional ones, making four total, would be Bonaire and Saba/St. Eustatius. Much could change between now and then but that is how it currently looks.]]></description>
